Pennsylvania State University, established in 1855, is the only land-grant institution of the Commonwealth of Pennsylvania and its largest public university. Its mission includes teaching, study, and public service to help the people of the Commonwealth, and to collaborate with manufacturing, educational and agricultural partners to produce, disseminate, incorporate and apply information that is of benefit to society. Every year there is a rise in the number of applications from foreign applicants and the enrollment of thousands of international students from different countries.

There are 12 academic colleges on campus at University Park, and there are 1041 clubs and associations open to Penn State Students. University Park is the main campus in the Penn State system. It is home to a diverse population of some 46,000 undergraduate students. Penn State University Park is located in the small town of State College, a five-year-old college town with its small restaurants and quaint shops that line the street surrounding downtown and campus. Nestled near the base of Mount Nittany, the central Pennsylvania region is known as the Happy Valley.

Pennsylvania State University has authorized two scholarship funds that provide a limited number of tuition grants exclusively for international students: The Special International Grant-in-Aid (SIGIA) and the Penn State Tuition Assistance Grant (PSTAG).
